Surcin to modernize suburban neighborhoods – Plan includes better utilization of the Sava, increase of housing capacities, stopping illegal construction…
The Spatial Plan encompasses the territory of Surcin outside the border of the General Urban Plan of Belgrade, with an area of around 206.5 km2 (20,656 ha). The Spatial Plan encompasses the entire cadaster municipalities of Becmen, Boljevci, Jakovo, Progar, Petrovcic and a part of the cadaster municipality of Dobanovci. As specified, the final border will be determined in the phase of the preparation and verification of the Draft Plan.
– As an urban center, Surcin should become a center of business activities, with a greater responsibility for the development of the villages in its area, primarily through the development of agriculture, small industry and tourism – the document says.
The concept of the future development and organization of the network of the settlements of the municipality of Surcin will be based on a hierarchical level and an organizational-functional level within which Surcin will be a municipal center, Dobanovci a significant business center of the municipality, whereas the other settlements are seen as rural and are to be developed into bigger (Jakovo, Boljevci and Becmen) or smaller centers of the community of the settlements (Progar and Petrovcic) with the possibility of their functional specialization.
The main goal of the preparation of the Spatial Plan, as emphasized, is developed through several special goals – the planned use of building, agricultural, forest and water land, as well as the stopping of the illegal construction of residential, business and other facilities, the preservation and upgrade of the highly productive categories of land for agricultural production, as well as the transformation of the extensive agricultural areas and complexes, their further development and modernization in the function of the production of food products.
Another aim of the preparation of the plan is the valorization of the traffic position (the “Nikola Tesla” international Airport, the E-70 highway and a part of the ring road around Belgrade, parts of the international corridor 10, the “Milos Veliki” (E763) highway, the river Sava and, especially, the proximity of the Danube as the international Corridor 7). Among the more important goals of the preparation of the plan are also the construction of the energy infrastructure for local needs, primarily the gas supply system, the protection of springs by the Sava, as well as the construction and development of water and utility infrastructure, and the protection and use of natural and cultural-historical highlights, the development of vacation and recreational tourism and the integration of the tourism offer of the municipality as part of the Belgrade region.
When it comes to the special fields of development, as pointed out in the document, there is a pronounced need for the extension, reconstruction and repair of certain existing school facilities in the area covered by the plan, as well as the construction of new elementary schools (for example, in the settlement of Dobanovci). It is pointed out that, although high school institutions are not registered in the territory of the plan, and considering the non-existence of a secondary education center in the territory of the municipality of Surcin and the high percentage of high-school-age citizens in the population, in cooperation with the competent institutions, during the preparation of the Draft Plan, the necessary capacities for the construction of high school institutions will be defined.
As for healthcare institutions, the document which is available for public inspection says that, during the preparation of the Draft Plan, in line with the conditions of the competent institutions, the necessary capacities for primary health protection institutions will be defined.
– In the Draft Plan, special attention will be paid to solving the issue of access routes from the main road routes toward business-industrial zones, so as to enable better access and avoid a major transport of cargo through the settlements (especially pronounced in the settlements of Dobanovci and Surcin) and jeopardizing the environment – the document points out.
The document also concludes that Surcin has natural potentials which are not adequately used. The river Sava is highlighted as the main tourism potential of the municipality.
– Navigation is possible on the entire stretch (50 km) of the Sava, and the necessary depths for the docking of smaller vessels are present near Progar, Boljevci and in the zones upstream and downstream from the Ostruznica Bridge. Jakovo, Dobanovci, but also Progar and Boljevci, already have hospitality-tourism services which can be supplemented by other accompanying features and capacities, especially for swimming activities and water entertainment, not just by the Sava, but also in the hinterland of the area – the document points out.
Bicycle lanes, as a supplement to the traffic system, but also the tourism, sport and recreation, are planned along the Sava and from Jakovo through Progar toward Obedska Bara, but it would be desirable to realize them throughout the municipality, in line with the extremely favorable morphology of the terrain, the document says.
As clarified, the general characteristic of the existing tourism locations is an insufficient development and equipment relative to the potentials they have, so in the future, special attention should be paid to increasing the accommodation and service capacities, a better connectedness in terms of traffic, and intensify the activities toward a better promotion of these locations.
When it comes to certain special characteristics, the document emphasizes that the southwest part of the municipality is physically not well connected with the municipal center and the surrounding area, by a road network of an insufficient standard, neglected in terms of development, jeopardized by depopulation and other things, which points to the fact that the further development needs to be based on the diversification of activities and connecting in terms of traffic.
It is also noted that the conversion of agricultural land into other land should be allowed along the main traffic routes, and the remaining agricultural areas should be preserved.
– In the western and southern parts of the municipality, principles of sustainable development should be implemented, so, in terms of the use of land, as many forest areas should be established as possible, due to the ambient and environmental values, the economic benefit and the protection of the water springs along the Sava. The eastern part of said area is divided by the rind road around Belgrade from the complex in which the EXPO 2027 complex and the National Stadium complex are realized and it is therefore natural to expect an increased attractiveness of this part of the municipality and the expansion of the building area – the document says.
The preparation of the plan was commissioned by the Department of the Head Urban Planner of Belgrade, and the drafting authority is the Secretariat for Urban Planning and Construction Affairs, whereas the plan was prepared by the Urban Planning Institute of Belgrade.
The document is available for early public inspection until July 29 in the building of the City Administration of Belgrade, at 43-45 27. marta Street (in the basement) and in the building of the urban municipality of Surcin, at 79 Vojvodjanska Street.
