Tender for construction of “green” facility for heating and cooling of future EXPO complex temporarily stopped

The tender that JKP Beogradske elektrane (PE Belgrade Power Plants) announced for the construction of a tri-generation plant for the supply of heat, cooling and electricity to facilities Spatial Plan of the Special-Purpose Area of the National Football Stadium has been temporarily stopped. The reason for the stopping of this public procurement procedure, as can be seen from the documentation, is the filing of the request for the protection of rights, usually filed by the potential bidders. The document itself, however, does not show who has filed the request for the protection of rights or what the request pertains to concretely.

Let us remind that it is planned for the new plant to heat the objects in the EXPO 2027 complex, namely: the Expo 2027 fairgrounds (17 MW), the National Stadium (10 MW), a shopping mall of 100,000 m2 (7 MW), accompanying accommodation facilities of 165,000 m2 (10 MW), a children's institute and a school covering 6,500 m2 (0.5 MW), a hotel of 16,000 m2 (1.5 MW) and an Aquatics Center (6 MW). In addition to that, the plan is for the Expo 2027 exhibition space (30 MW), the National Stadium (7.9 MW) and the shopping mall (7.5 MW) to be connected to the central cooling energy supply system.


The tri-generation plant is designed to operate with natural gas as the main fuel, and gas oil as the backup fuel. The complete tri-generation plant, as pointed out in the tendering documentation, must be able to operate fully automatically without manual intervention and will be designed to minimize regular maintenance.

Before the stopping of this public procurement procedure, the deadline for applying for the tender was May 30, but after the filing of the request for the protection of rights, it is clear that the date will be extended.
