EPS Looking for Designer for RHPP Bistrica – Energoprojekt Invited for Negotiation Procedure

Elektroprivreda Srbije has advertised the negotiation procedure without the opening of a public invitation for the preparation of the investment-technical documentation necessary for the project of the construction of the RHPP Bistrica.

The company Energoprojekt has been invited for the negotiation procedure.

The explanation says that the project of the construction of the Reversible Hydro Power Plant (RHPP) Bistrica is a project of national importance for Serbia, essential for energy stability, the balancing of the energy produced from renewable sources and the development of the electrical energy market.

– For that reason, it is necessary to complete the project documentation and start the construction of the RHPP Bistrica as soon as possible, and the additional reason for an urgent completion of this documentation is that it is the basis for the selection of the manner of the financing of the project, that is, securing the credit, which is being negotiated by the competent ministries (Ministry of Mining and Energy, Ministry of Finance) – says the notice about carrying out the negotiation procedure without a public invitation.

– As the entity preparing the project documentation should have at its disposal the documentation prepared so far, but also the specific characteristics that only Energoprojekt has, the unequivocal conclusion is that only Energoprojekt can prepare the necessary documentation, so the application of the negotiation procedure without the opening of a public invitation is proposed – the invitation clarifies.

It is added that the potential awarding of the job of the preparation of the project to another designer would obligate EPS to make all the documentation prepared so far available to it, and the time needed for its analysis can be estimated at an additional 6 months to a year in order for it to be remotely prepared for the job.

– Energoprojekt does not need that additional time, because it is actively involved in all the activities so far. It does not need to study the documentation it has prepared itself and it can start, immediately, without a problem, preparing the approval planning – it is concluded and added that the potential awarding of the job of the preparation of the project to somebody else would entail a much more expensive and longer lasting contract for Serbia, and even the delay of the beginning of the construction of the RHPP Bistrica itself.
