Belgrade Soon to Get Heating from TENT – EPS Publishes Tender for Adaptation of Blocks at Obrenovac Facility

The initiative for Belgrade to get heating energy from the Thermal Power Plant Nikola Tesla A (TENT A) was launched half a decade ago, when the construction of the Obrenovac-New Belgrade heating pipeline was agreed with Chinese companies, and these days it has been finally put into motion as Elektroprivreda Srbije (EPS) has opened the public procurement procedure for the adaptation of the existing facilities within TENT A.

According to the technical requirements, the plan is to get heating energy through the reconstruction of the blocks from A3 to A6, so that they operate as combined producers of heating and electrical energy. Each of the blocks needs to reach the heating power of 200 MWt, so that the total available installed heating power is 800 MWt. The sections within this system need to work in a serial-parallel connection, with the maximum capacity toward the consumers being 600 MWt.

As said, the basic concept of the heating system of Belgrade is based on the fact that, TENT A is only 28 km away and that it can deliver heating energy to a large part of consumers in Belgrade, following the reconstruction of the turbines, whereby lignite would also be used for the production of heating energy. The peak heating consumption needs would be covered by the production at the existing heating plants based on gas or mazut.

In the past period, on 300-MW blocks, modernization has been carried out, entailing, in addition to an increase in power, the adaptation for the purposes of operations for the heating of the city of Obrenovac. Blocks A3 (reconstructed in 2014) and A4 (reconstructed in 2018) are designed and adapted to operations with a heating consumption of 200 MWt each in the temperature regime of water input/output of 75/115 degrees Celsius. Based on the carried out technical analyses, it was determined that it was possible to use said blocks for the purposes of the heating of the city of Belgrade, with the same heating capacity in the regime of water input/output of 75/140 degrees Celsius.

During the overhaul of Block A5, carried out in 2012 and the reconstruction of Block A6 in 2010, the possibility of the implementation of 300-MW blocks for the heating operations was not considered. The turbines were not adapted, as was later done on blocks A3 and A4. Based on the technical analyses done in the past period, it was determined that, for the requested purposes, these blocks could be used for heating with a gradual taking of steam from the pre-electricity steam pipeline of the turbine of medium and low pressure.


The guarantee period for all the works and equipment is 24 days and start following a successful test run.

Bids may be submitted by February 18, 2022.

Let us remind that, in January 2020, the mayor of Belgrade, Zoran Radojicic, signed the agreement on the construction of heating pipeline with the director of the PUE Beogradske Elektrane, Rade Basta, and a representative of Power Construction Corporation of China (POWERCHINA), Yang Bo.

The project of the construction of the heating pipeline TENT Obrenovac – New Belgrade hating plant is worth EUR 193 million, and the funds come from a loan.
